The Federal Executive Council (FEC) has approved a comprehensive reform of the National Youth Service Corps (NYSC), marking the first major overhaul of the scheme since its establishment over five decades ago.
The announcement was made by the Minister of Youth Development, Hon. Ayodele Olawande, who described the decision as a landmark step toward repositioning the NYSC for the demands of a modern economy and the aspirations of Nigerian youths.
According to the minister, the reforms are designed to preserve the NYSC’s long-standing role in promoting national unity while transforming it into a platform that equips young Nigerians with practical skills, career opportunities, and entrepreneurial capacity.

“For over five decades, the NYSC has remained a powerful symbol of national unity and service. Today, we have taken a bold step to preserve that legacy while preparing it for the future,” Olawande stated.

Key Reforms Approved by FEC
Among the major changes approved by the Council are:
Technology-Driven Call-Up Process
The NYSC mobilization process will become more digital, improving efficiency, transparency, and accessibility for prospective corps members.

Risk-Sensitive Deployment
Corps members will now be deployed based on security considerations, ensuring safer postings across the country.

Redesigned Orientation Programme
The traditional orientation camp programme will be restructured into a six-week training experience with greater emphasis on leadership development, entrepreneurship, digital skills, and specialized career tracks.
Skills-Based Primary Assignments
Corps members will be assigned to organizations and sectors that align more closely with their academic qualifications, professional interests, and career goals.

Modern Governance Structure
The reforms introduce civilian operational leadership for the NYSC while maintaining military support for security and camp operations.
Improved Camp Standards
A national grading and certification system will be introduced to ensure camps meet acceptable standards in infrastructure, welfare, and service delivery.
New Graduation Ceremony and Uniform
The traditional Passing Out Parade will be replaced with a formal graduation ceremony, while a redesigned NYSC uniform will be introduced to promote professionalism and national pride.
Reform Process Began in 2025
The minister disclosed that the reform process commenced in 2025 through extensive consultations involving key stakeholders, including the Federal Ministry of Youth Development, the Federal Ministry of Education, and the Office of the Special Adviser to the President on Policy and Coordination.
Following months of review and stakeholder engagement, the recommendations have now received official approval from the Federal Executive Council.

Next Steps
To facilitate implementation, FEC has directed the Attorney-General of the Federation and the Federal Ministry of Youth Development to begin the process of amending the NYSC Act and relevant regulations.
The proposed legal changes are expected to provide the necessary framework for the successful execution of the reforms.
